If the concrete block wall is painted and has a relatively smooth not porous finish hanging pictures may be as simple as installing removable adhesive wall hooks.

The best thing i found to hang about anything which isnt too heavy on a concrete wall is blu tack or any other type of sticky putty.
Get hardwall hangers capable of resisting up to 25 pounds or 11 kg.
